A more realistic plan for IHCC would be to START their USD petition for the lake and park owners FIRST!
The number of houses would be more manageable and higher probability of getting 25% (likely more) support!
WHY didn’t they start with this proposal first?

Heritage Park residents listened to ALL VOICES by collecting support and oppose signatures!!
Per the USD law — had the numbers been REVERSED — 32% support, 68% opposed, the petition STILL could have gone to the City Council for a vote.

**IMPORTANT UPDATE TO HP USD
Heritage Park USD expired in 2020.
They did NOT file a new petition to have it extended.
(City Clerk has confirmed this and City Attorney said they couldn't find any records either.)
I spoke to several residents in the neighborhood on Friday (yesterday).
Imagine my shock when I learned they have been paying the HP USD fee of $20.64 for the last FOUR YEARS without a USD in place.
One couple was kind enough to show me several of their water bills and yep..there it was.
A few neighbors were pretty darn upset to learn they had been paying this fee for the last four years with no LEGAL requirement to do so.
I also learned they are now in the process of establishing a new USD petition with the help of an attorney.
So as of right now, there are ZERO Urban Service Districts located in the City of North Little Rock.
UPDATE: A new USD Petition is scheduled to go before the City of North Little Rock Council on July 8th.

Reasons for the dissolution?
1.) Whereas, the City Clerk determined that the petitions protesting the establishment of the District fell close, but short of the fifty percent (50%) required by A.C.A. 14-95-201(2)(C); and
2.) Whereas, the City Clerk examined further and also determined that the petitions establishing the District fell short of the twenty-five (25%) required by ….
3.) Whereas, in light of the large number of protesting residents and the apparent insufficiency of the petition to form the District, the City Council believes that the District should be abolished.

Cammack Village is unique in that it has it’s own governance (Mayor, etc), it’s own Police force as well.
Their USD fees support this.
UPDATE to Cammack village pool:
On Tuesday, March 12th, the Cammack Village City Council unanimously voted to not open the pool
for the 2024 season. A newsletter outlining this very difficult decision was mailed to all Cammack
residents. The purpose of this letter is to include some additional information that supported this
decision by the Council and outline plans for the future.
